Oracle’s Most Highly Compensated Executives In 2023
Neither Safra Catz or Larry Ellison received the largest pay packages among Oracle’s top executives during the company’s fiscal 2023, according to regulatory filings.
Neither Oracle’s CEO nor its co-founder and main public face received the largest pay packages for the company’s fiscal 2023.
But don’t feel badly for CEO Safra Catz and co-founder and Chief Technology Officer Larry Ellison, who each received more than $5 million in total compensation for the period – more than $4 million of that in cash bonuses.
Austin, Texas-based database giant and cloud service vendor Oracle reported executives’ compensation for the fiscal year as part of its annual regulatory filings.
None of the top compensated employees received an increase in their base pay for fiscal year 2023, which ended May 31.
All of the executives received cash bonuses through Oracle’s annual performance-based cash bonus program, which is based on financial performance tied to growth in non-GAAP operating income. However, none of the executives received the full amount.

Other executives whose pay packages were revealed include:
*Jeff Henley, Oracle’s vice chairman
*Stuart Levey, an Oracle executive vice president and chief legal officer
*Edward Screven, an Oracle executive vice president and chief corporate architect
The highest compensated executives were recently disclosed at other tech giants including Xerox, Dell, Splunk and Kyndryl.

5. Safra Catz
Oracle CEO Safra Catz, 61, saw total compensation of $5.3 million in fiscal year 2023, according to the regulatory filings.
This amount was significantly less than the $138 million she received the prior fiscal year due to option awards she received in fiscal year 2022.
She received about half of the total compensation as in fiscal year 2021, when she also didn’t receive a high value of option awards.
Catz’s total compensation for fiscal year 2023 was 61 times that of the median global Oracle employee’s total compensation, according to the filings. As of May 31, Oracle had about 166,000 employees.
For fiscal year 2023, most of Catz’s compensation came from $4 million received as her annual cash bonus.
Catz received $950,000 in base pay for the 2023 fiscal year. She has received the same base pay for more than 10 years.
Her 2023 fiscal year total compensation included about $107,000 in “aggregate incremental costs to Oracle” for non-business travel. Catz received $5,100 in 401(k) matching contributions, $15,000 in “flexible credits used towards covering the premiums for cafeteria-style benefit plans,” and unrevealed amounts for “security-related costs and expenses to augment the existing security system” at her primary residence and legal counsel fees.
4. Larry Ellison
Oracle Chief Technology Officer and co-founder Larry Ellison, 79, received $7.3 million in total compensation for fiscal year 2023, according to the regulatory filings.
His total compensation was significantly down from the prior year’s $138.7 million due to option awards received last year and not this year.
Ellison’s total compensation for the 2023 fiscal year is 61 percent lower than his total compensation for the 2021 fiscal year, when Ellison also didn’t receive a large value of option awards.
Most of his 2023 total compensation comes from about $4 million received as an annual cash bonus. Ellison received about $3 million worth of “security-related costs and expenses” for his private residence.
Ellison also received $5,100 in 401(k) matching contributions, $648 in “flexible credits used towards covering the premiums for cafeteria-style benefit plans,” an unmentioned amount of legal counsel fees and $79,000 in “aggregate incremental costs to Oracle” from using Oracle’s private aircraft for non-business travel.
Ellison collected his $1 base pay, the same base pay he has had for more than 10 years.
3. Jeff Henley
Jeff Henley, Oracle’s vice chairman, received about $9.7 million in total compensation for fiscal year 2023, according to the regulatory filings.
Most of that total compensation came from the value of Henley’s stock awards, $8.6 million. Henley’s previous compensation was not included in the regulatory filings.
Henley, 78, received a base salary of $650,000 for the fiscal year. He received about $417,000 as his annual cash bonus.
Oracle provided $5,100 in matching contributions as part of its 401(k) plan and about $3,000 in “flexible credits used towards covering the premiums for cafeteria-style benefit plans.”
The filings said that Henley “regularly meets with significant Oracle customers and is instrumental in closing major commercial transactions worldwide” and “serves as a trusted advisor to our senior executives.”
Henley has worked at Oracle for more than 30 years.
2. Stuart Levey
Stuart Levey, a more recent addition to Oracle, received total compensation of $12.8 million for fiscal year 2023, according to the regulatory filings.
The Oracle executive vice president and chief legal officer saw most of that compensation in the form of stock awards worth about $11.5 million. Levey joined Oracle in October 2022, so there is no year-over-year comparison .
Levey received about $558,000 of his $950,000 base pay during the fiscal year.
While the other executives with disclosed compensations received 83 percent of the target amount under the annual cash bonus program, Levey received 87 percent. His cash bonus was $650,000.
Levey’s total compensation included about $7,000 in 401(k) matching contributions and about $5,000 in “flexible credits used towards covering the premiums for cafeteria-style benefit plans.”
The filings said that Levey’s responsibilities include “overseeing all legal matters at Oracle and managing a large-scale multinational legal team.”
Levey also sets “the strategy for Oracle’s litigation and regulatory matters and provides leadership in the areas of compliance and ethics, data protection and privacy, intellectual property and corporate governance, among other responsibilities,” according to the filings.
Before joining Oracle, Levey worked at WestExec Advisors for about four months part time, according to his LinkedIn account. He left WestExec with the title of principal. Levey previously served as HSBC’s chief legal officer for more than eight years, leaving the firm in 2020.
He also has some federal government bona fides. Levey served as a principal associate deputy attorney general in the United States Department of Justice and as under secretary for terrorism and financial intelligence for the U.S. Department of the Treasury, according to his LinkedIn account.
1. Edward Screven
Edward Screven, an Oracle executive vice president and chief corporate architect, received the largest total compensation from the vendor in fiscal year 2023 with a whopping $20.2 million, according to the regulatory filings.
Despite a small increase in his base pay, Screven’s total compensation was actually down about 9 percent year over year due to decreased value in his stock awards and a lower cash bonus.
Most of Screven’s total pay package is reflected in stock awards of $17.2 million. Those awards were basically flat year over year, down from $17.3 million the year prior.
Screven collected about $2 million as his annual cash bonus. He also received base pay of $900,000, about 2 percent more than his base pay in fiscal year 2022.
His compensation included $5,100 in 401(k) matching contributions and $3,000 in “flexible credits used towards covering the premiums for cafeteria-style benefit plans.”
Screven “drives technology and architecture decisions across all Oracle products to ensure that product development is consistent with Oracle’s overall longterm strategy,” according to the filings. He “plays a critical role by leading company-wide strategic initiatives, including with respect to industry standards and cybersecurity.”
